Free Patriotic Movement leader MP Michel Aoun rejected on Tuesday President Michel Suleiman's suggestion to form a neutral government, saying that nonpartisan ministers “have no opinions.”

He said after the Change and Reform bloc's weekly meeting: “Threats to form a neutral cabinet make it unconstitutional.”

“Nonpartisan officials can act as advisers, but not as men of politics,” he stressed.

“I did not understand the several messages that were made during Suleiman's recent speech, especially his remarks that some countries are hindering the formation of a government,” he added.

“Why doesn't he name who is obstructing the process?” asked the MP.

“What standards are he and the prime minister-designate adopting in forming a cabinet?” wondered Aoun.

“Are they being whimsical in their approach or are they following certain rules?” he continued.

Moreover, he remarked that the March 8 camp is represented by 58 lawmakers at parliament, which grants it the greatest power in deciding the form of the new government.

Commenting on March 14 camp demands to keep Hizbullah out of a new cabinet, Aoun said: “The attempts in the 1970s to isolate the Phalange Party led to a civil war.”

The March 14 camp has been demanding the formation of a nonpartisan government, while the Lebanese Forces has urged that Hizbullah not be represented in the new cabinet.

Suleiman on Monday wondered: “Should we fail to form an all-embracing political cabinet, don't people have the right to contribute to the formation of a neutral government? In the absence of consensus on an inclusive cabinet, do we have to stay without a cabinet?”

“Don't the nonpartisan Lebanese have the right to contribute to the rise of the country and would these people undermine national unity?” the president added.

Since his appointment in April, Prime Minister-designate Tammam Salam has failed to form a new government due to the conditions and counter-conditions set by the March 8 and 14 camps.

He was a closet phalangist who flipped on his own in Zahle before getting promoted and taking command of the 8th mechanised brigade. I think all our corrupt politicians are to be faulted for obstructing the formation of a new government. Blaming M8 or M14 would be wrong but blaming both camps would be more appropriate. I am at a loss of understanding why our politicians are lacking the resolve to rescue the country.
In a civilized and democratic society and when the country is faced with tremendous challenges it is upon all politicians to rally and face the challenges facing the country

After Taef, the total voting percentage of any political bloc doesn't mean squat, whether or not anyone agrees to a commentor's percentage numbers.

Seats in Parliament:

50% Christian: 64 seats
50% Muslim: 64 seats

Breakdown within Muslim:

Sunni 27 seats
Shiite 27 seats
Druze 8 seats
Alawite 2 seats

Bottom line on control of Parliament between March 14 versus March 8:

1. March 14 won the Christian vote, 37 Christian MP's for March 14, versus 31 Christian MP's for March 8.
2. The Sunni and Shiite MP's are equal in number, and cancel each other out.
3. The Druze, with 8 MP's, end up deciding which bloc controls Parliament. Last time they sided with M14, then switched sides after black shirt intimidation.

All I'm going to do is point out that if the total christian seats is 64 then M14 could not possibly have 37 christian seats vs 31 christian seats for M8! Just do the maths...

Sorry, that was a typo, I meant 33 Christian MP's for March 14, and 31 MP's for March 8.

By the way, no matter what the electoral law is, the number of Christian and Muslim MP's stay the same. It has everything to do with the Taef Accord, which settled the civil war. You may disagree with Taef, but that's what was agreed upon, and it will take a super majority of MP's to make a change (not gonna happen).

The Constitution does not mandate that the Cabinet be a miniature image of the Parliament. In fact the less the Cabinet looks like the Parliament the better job the Ministers will do. So what GMA is saying is unconstitutional.
